Minutes
Present: Chairperson Melissa Engel, Vice Chairman John Tuttle and Council Members Christopher Goff and Susan Weintraub. Council Member Thomas Cordeiro was present via speakerphone when the meeting returned to the Town Hall. Also present were Interim Town Manager Robert Drewry, Recording Secretary Cathy Sirois, members of the press and citizens.
Call to Order: Chairperson Engel called the special meeting to order at 10:00 a.m. at 11 Skinner Street.
Tour of 11 Skinner Street:
The Council, some citizens and press toured the 11 Skinner Street building.
The meeting moved back to the Eaton E. Smith Meeting Room at 10:30 a.m.
Discussion & Possible Action on New Location for Those Affected by the Annex Closure:
Facilities Manager Frank Grzyb toured 11 Skinner Street on Monday, October 18th with the realtor. He reviewed several issues with the property including: only one means of egress; could be mold/rust in the duct work; no heating or air conditioning; no handicap bathrooms and regular bathrooms need total rehab; windows are not thermal pane; would need all new doors and hardware; new partitions, ceilings and finishes needed; no fire alarm, emergency lights, exit signs or security system; hazardous material testing would need to be done; need electrical, telephone and computer wiring; needs all new interior light fixtures; and limited exterior lighting exists. The space would be adequate and has advantages such as ample parking but it could be cost prohibitive.
An email was distributed from Scott Bristol of the Brownfields Redevelopment Agency regarding environment concerns. The email will be included with the minutes filed in the Town Clerk’s office.
11 Skinner Street doesn’t address the immediate need for space for the annex departments. Mr. Grzyb noted that the Goff house has some limitations but also has some pluses. The advantage for the Goff House is all the mechanicals are in place.
Ms. Weintraub expressed her concern on the accessibility of the Goff House and she discussed the inventory of space in the existing town buildings.
The Palmer building on Middletown Avenue where the Health District is located is another option. Mr. Grzyb will look at the Palmer Building and will look at the Goff House again. Dr. Mantikas’ new building also has space available.
A meeting will be scheduled after Mr. Grzyb puts together costs and plans.

A motion was made by Mr. Goff, seconded by Mr. Tuttle, to adjourn the meeting at 11:05 a.m.
